Bradley Bailey, 32, of Troy, has been arrested on charges of aggravated assault and simple assault after he allegedly punched another man at least six times, knocking him unconscious and fracturing one of his orbital sockets in the Cell Block, 154 W. Third St., on Aug. 4, city police said in an affidavit. Following his recent arraignment before District Judge Aaron Biichle, Bailey was initially jailed, but has since been released on $25,000 bail. He waived his preliminary hearing last week. The victim, whose name was not released, was treated at UPMC Williamsport, police said.
