Man at assisted living facility charged with indecent assault
Admitting to having “sexual impulses,” Joel Edgar Moser, 55, a resident of an assisted-living medical facility in Lycoming County, has been charged with indecent assault for having inappropriate contact with a female resident at the facility on Nov. 24, state police alleged in an affidavit. He waived his preliminary hearing last week before District Judge Aaron Biichle and remains free on $15,000 bail.
