Second set of felony charges lodged against Williamsport contractor

For the second time in three months, local contractor Carlos R. Pabon was brought before a judge to face felony charges of home improvement fraud, deceptive business practices and theft by deception that stem from him allegedly failing to honor a verbal contract he made in July 2023 with Randy Pricher to repair the roof on his home in the 400 block of Grant Street, city police said. Pricher reportedly gave Pabon $10,400 over several months, extending into early last year, to do the repairs, but investigators alleged in an affidavit filed earlier this month that Pabon did not complete the work or return Pricher his money. Following his arraignment last week before District Judge Aaron Biichle, Pabon, 40, of 2333 Dove St., remains jailed in lieu of $25,000 bail. He was arrested in December on identical charges for taking $7,000 from another city resident to put a new roof on her Park Avenue home last summer, but police allege he did not complete the project or return the woman’s money to her.
